Regulations

Regulations of Kyoto University Alumni

Article 1: Name

The name of this alumni association shall be Kyoto University Alumni.

Article 2: Purpose

The purpose of this alumni association is to promote exchange and friendship among its members while, at the same time, being committed to and contributing to the further development of Kyoto University.

Article 3: Programs

To achieve the objectives set out in the preceding article, this alumni association shall undertake the following programs:
  1. Programs related to providing and/or disseminating information regarding the current status of education and research activities of Kyoto University and other activities that will contribute to the promotion of mutual exchange and friendship between Kyoto University and the alumni association members, as well as among the alumni association members.
  2. Programs that are necessary for designing, planning, implementing, etc. initiatives aimed at Kyoto University and the alumni association members
  3. Other programs consistent with the purpose of this alumni association

Article 4: Membership

Members of this alumni association shall be organizations or individuals that support the purpose of this alumni association and fall under one of the following categories:
  1. Alumni association of a Kyoto University faculty, graduate school, etc. or member thereof
  2. Regional alumni association (including those overseas) or member thereof
  3. Alumni association of an approved extracurricular organization of the university or member thereof
  4. Alumni association recognized as appropriate by a meeting of the Secretaries or member thereof
  5. Graduate of a Kyoto University undergraduate or graduate course who does not belong to any of the alumni associations specified under Items 1 to 4 of this article but who wishes to join this alumni association
  6. Current or former Executive Officer, faculty member, or staff member of Kyoto University who wishes to join this alumni association
  7. Other person recognized as appropriate by a meeting of the Secretaries

Article 5: Executive Officers

This alumni association shall have the following executive officers:
  1. Chairman
  2. Vice Chairmen: several
  3. Trustees: 100 or fewer
  4. Secretary General: 1
  5. Secretaries: 30 or fewer
  6. Auditors: several
In addition to the above, other types of executive officers, such as advisors and honorary chairpersons, may be appointed as necessary.

Article 6: Appointment of Executive Officers, etc.

  1. The President of Kyoto University shall serve as Chairman
  2. The Vice Chairmen and Auditors shall be appointed by the Chairman from among the alumni association members.
  3. The following persons shall be appointed Trustees:
  4. Graduate school/faculty deans
  5. Persons recommended by the alumni association of a faculty, graduate school, etc.; regional alumni association; or alumni association of an approved extracurricular organization of the university, who are then appointed by the Chairman
  6. Other persons appointed by the Chairman
  7. The Chairman shall report the appointments of persons appointed under Items 2 and 3 of the above section to a general meeting of the Executive Officers.
  8. The Executive Vice-President in charge of Kyoto University Alumni shall be appointed Secretary General.
  9. Secretaries shall be individuals who:
  10. Have been recommended by an alumni association of a faculty, graduate school, etc. and appointed by the Chairman
  11. Have otherwise been appointed by the Chairman

Article 7: Duties of Executive Officers

  1. The Chairman shall represent the alumni association and preside over the affairs of this association.
  2. The Vice Chairmen shall assist the Chairman and, when necessary, act on behalf of the Chairman.
  3. Trustees shall discuss important matters relating to the programs of the alumni association.
  4. The Secretary General shall oversee the implementation of association affairs and supervise the secretariat.
  5. Secretaries shall cooperate with the secretariat to plan and/or promote the programs of the alumni association, and shall liaise and coordinate with each of the alumni associations.
  6. Auditors shall audit the performance of the duties of the alumni association and report the results of their audits to the general meetings of the Executive Officers.

Article 8: Term of Office

The term of office of an Executive Officer shall be two years, but reappointment is not proscribed. The term of an Executive Officer appointed to fill a vacancy shall comprise the remainder of the previous office holder’s term.

Article 9: Meetings

This alumni association shall hold general meetings of the Executive Officers and meetings of the Secretaries.

Article 10: General Meetings of the Executive Officers

  1. The general meetings of the Executive Officers shall be attended by the Chairman, Vice Chairmen, Trustees, Secretary General and Secretaries.
  2. The general meetings of the Executive Officers shall discuss important matters relating to the administration of this alumni association and the implementation of its programs.
  3. The Chairman shall call a general meeting of the Executive Officers at least once a year and shall chair such meetings.
  4. The general meetings of the Executive Officers may not be convened and adopt resolutions unless a majority of the Executive Officers specified in Section 1 of this article is present.
  5. Resolutions at the general meetings of the Executive Officers shall be adopted by majority vote of those present, and by the Chairman in the case of a tie vote.

Article 11: Meetings of the Secretaries

  1. The meetings of the Secretaries shall be attended by the Secretary General and Secretaries.
  2. The meetings of the Secretaries shall discuss the following matters:
    1. Matters relating to member enrolment, withdrawal, and dismissal
    2. Matters necessary for agenda items proposed to the general meetings of the Executive Officers
    3. Matters related to designing, planning, implementing, etc. the programs of the alumni association

  3. The Secretary General shall call and chair the meetings of the Secretaries.
  4. The meetings of the Secretaries may not be convened or adopt resolutions unless a majority of the Secretaries is present.
  5. Resolutions at the meetings of the Secretaries shall be adopted by majority vote of those present, except in separately prescribed cases, and by the Secretary General in the case of a tie vote.

Article 12: Secretariat

  1. This alumni association shall have a secretariat.
  2. The secretariat shall be based at Kyoto University.

Article 13: Revision of Regulations

These regulations may be revised at a general meeting of the Executive Officers by a majority vote of the Executive Officers specified in Article 10, Section 1.

Article 14: Miscellaneous Provisions

Any matter not specified herein that is necessary for the administration of this alumni association or for the implementation of its programs, etc. shall be discussed at a general meeting of the Executive Officers and decided upon by the Chairman.

Supplementary provisions
  1. These regulations shall take effect on November 3, 2006.
  2. Notwithstanding the provisions of Article 6, the Executive Officers, etc. at the time of the alumni association’s founding shall comprise the individuals listed in the appendix. (Appendix omitted)

Supplementary provisions

These regulations shall take effect from August 1, 2008 and shall be applicable from April 1, 2008.

Supplementary provisions

These regulations shall take effect on September 5, 2014.
